First, the Kingdom of God represents people who willingly subject themselves to the rule of God—whether human or angelic. The Kingdom of heaven however, contains only earthly creatures who profess to be subject to God. Therefore, the Kingdom of heaven is of believers and unbelievers, while the Kingdom of God represents true believers.
