Is it safe to say that Labour Party (LP) is conniving with Nigeria Labour Congress (NLC) to destabilize Tinubu's administration through strikes?

It’s in the news that the Nigeria Labour Congress (NLC) will convene strike action on Wednesday. Critics are opining that this is anti to president Tinubu’s fresh government which is still finding its feet. They believe that Peter Obi’s party, LP is working with NLC to ensure Tinubu is distracted. Do you think this is in order?
